Cayce Councilman Selected as Chair of 2026 Small Cities Council Leadership Team

The City of Cayce is proud to announce that District 2 City Councilman, Byron Thomas, has been selected as the incoming Chair of the National League of Cities’ 2026 Small Cities Leadership Council. Councilman Thomas was selected to develop and guide programs among local elected officials from similar communities. The appointment was announced by NLC President Kevin Kramer, Councilmember of Louisville, Kentucky.

“National League of Cities’ member councils design and create NLC’s policies that bring together innovative ideas and solutions to the biggest challenges facing local leaders across the country,” said National League of Cities President Kevin Kramer, Councilmember, Louisville, Kentucky. “I am thrilled to have Cayce’s Councilman Thomas lead NLC’s 2026 Small Cities Leadership Council this year as we work together to ensure our cities, towns and villages have the resources they need to create thriving communities.”

Cayce City Manager, Michael Conley, stated, “Our City could not be prouder of Councilman Thomas’ being selected from elected officials across the nation to lead the National League of Cities’ 2026 Small Cities Leadership Council. His passion, leadership, and dedicated representation for District 2 and the City of Cayce will now be seen on the national level!”

As a Chair of NLC’s 2026 Small Cities Leadership Council, Councilman Thomas will play a key role among a diverse group of local leaders to encourage collaboration, networking and the development of resources and programs beneficial to communities that share demographics, size or location that can be replicated across the country.

This year’s Small Cities Leadership Council will be:

Chair – Councilmember Byron Thomas, Cayce, South Carolina 

Vice Chair – Mayor, Jodi Miller, Freeport, Illinois 

Vice Chair – City Director, Phyllis Beard, Hot Springs, Arkansas
