Cayce City Council Appoints Jim Crosland as Interim City Manager

 

CAYCE, SC – The members of Cayce City Council have appointed Cayce’s Deputy City Manager and former Assistant Director of the Cayce Department of Public Safety, Jim Crosland, as the Interim City Manager. He has more than 26 years of state and local government experience.

 

A South Carolina native, Jim served in the United States Coast Guard before going on to earn his associate and bachelor’s degree in criminal justice. As an Assistant Director with the Cayce Department of Public Safety, now the Cayce Police Department, Crosland served at every level of law enforcement: Canine Officer, Narcotics Detective, Patrol Sergeant, Police Instructor, and in 2016; Assistant Director over the Department.

He is also a Graduate of the 265th Session of the FBI National Academy for Executive Leadership, a Certified Public Manager, and a graduate of the SC Economic Development Institute. Prior to his years with Cayce, Jim served as a Corrections Officer and member of the Narcotics Team with the Lexington County Sheriff's Department.

“It is essential for our city to have a leader with the competence and experience that Jim possesses, in as much it is important to recognize that he has previously served in the position of Deputy City Manager, where he led the operations of Public Safety, Sanitation, Utilities and other departments which has fully prepared him for this opportunity,” exclaimed Cayce’s Mayor Pro Tem, Tim James.

 

Michael Conley, Cayce’s current Assistant City Manager will serve as the Deputy City Manager alongside Crosland. Conley has more than 18 years of experience across South Carolina in zoning, planning and development. Prior to coming to Cayce, Conley was the Assistant County Administrator of Kershaw County.

 

Councilman Phil Carter exclaimed, “With more than 40 years of experience between these two gentlemen, Cayce has great leadership, a talented and dynamic staff and will support our staff and citizens impeccably.”

 

Mayor Elise Partin stated, “Our former City Manager, Tracy Hegler, built a great team and thus thankfully we are in strong hands with Jim Crosland and Mike Conley. Their leadership will be a stabilizing force for our great staff after the results of our city budget and with losing our longtime City Manager, Police Chief and our Director of Utilities being out after a car crash.”   

 

Councilman Hunter Sox and Councilman Byron Thomas both echoed the praise for the new Interim City Manager and Deputy Manager with Sox stating, “Jim’s experience and generational knowledge of Cayce position him best to serve our city and residents at this time. His service with the Greater CWC Chamber Board, alongside Michael’s experience in planning, zoning, and economic development, assures residents and business owners that our city is ready to serve you, work with you, and do business with you.”
