Pretreatment Technician

The City of Cayce is seeking a detail-oriented and technically minded Pretreatment Technician to support the City's Industrial Pretreatment Program and help ensure compliance with local, state, and federal regulations. This position works closely with the Pretreatment Coordinator and Director of Compliance and Laboratories to monitor industrial users, collect and evaluate data, conduct field sampling and inspections, maintain records, and support the City's wastewater pretreatment compliance efforts.

Position Overview

The Pretreatment Technician performs skilled and semi-skilled work in support of the City's Industrial Pretreatment Program. Under the general supervision of the Pretreatment Coordinator and Director of Compliance and Laboratories, this position assists with industrial user monitoring, inspections, sampling, recordkeeping, data analysis, permit tracking, and regulatory compliance activities.

Key Responsibilities

  • Maintains knowledge and understanding of the Industrial Pretreatment Program for compliance with local, state, and federal regulations.
  • Knows and utilizes skills, procedures, codes, regulations, etc. required to complete job tasks.
  • Maintains records of information from industrial users.

  • Assists with collection, review, and data entry of discharge monitoring reports from industrial users.
  • Works with Pretreatment Coordinator to detect performance problems with industrial users.
  • Performs field sampling as needed for compliance and investigation of industrial users.
  • Utilizes the City’s pretreatment management software, e.g. Linko.
  • Helps Create and maintain methods of tracking permit milestones and annual inspection/sampling dates.
  • Schedules annual industrial samples and performs industrial inspections in accordance with federal and state requirements with the assistance of the
  • Pretreatment Coordinator and/or Director of Compliance and Laboratories.

  • Corresponds with industrial user contacts via phone or email regarding daily/regular communications.

  • Coordinates with other Pretreatment staff as well as contract laboratories to ensure industrial user sampling follows EPA and SCDHEC NPDES requirements.
  • Evaluates and interprets data using statistical analyses to generate related reports and charts.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.

  • Attends pretreatment consortium meetings, workshops, training, etc. to enhance job knowledge and skills and to remain current on the principles, practices, and requirements of industrial pretreatment.

  • Receives and responds to inquiries, concerns, complaints, and requests for assistance from customers and the general public regarding areas of responsibility as directed by Pretreatment staff.

Minimum Qualifications

·         Prefer a bachelor’s or associate degree in biology, chemistry, environmental science or other related program or equivalent such as physical chemical or biological license, or as determined by City of Cayce Pretreatment management.

·         Experience with pretreatment, laboratories, wastewater treatment, plant operations or regulations is preferred.

·         Must possess a valid South Carolina driver’s license.

·         Requires computing or performing arithmetic operations using data or information.

·         Requires performing work involving guidelines and rules.

·         Requires reading technical instructions, procedures, manuals, system maps, regulations, and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.

  • Requires frequent problem solving and normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.

Preferred Qualifications

  • Knowledge of City’s Sewer Use Ordinance and Enforcement Response Plan.
  • Knowledge of EPA and South Carolina General Pretreatment Standards.
  • Knowledge of Linko Pretreatment Management Software.
  • Knowledge of basic computer systems (Excel and Word).
  • Ability to collect, analyze, and interpret data.
  • Ability to communicate clearly orally and in writing.

  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.
  • Demonstrates appropriate customer service skills.

  • Ability to maintain positive and professional relationships with regulating agencies such as DES and the EPA.
