INVITATION TO BID

RECEIPT OF PROPOSALS: The City of Cayce will receive bids for the Lexington Avenue Sewer Line Rehabilitation project until 2:00 PM, Tuesday, January 27, 2026, at Council Chambers, located at Cayce City Hall, 1800 12th Street, Cayce, South Carolina 29033 at which time all bids will be publicly opened and read aloud.

PROJECT: The project is for the installation of HDPE pipe via the pipe bursting method of approximately 1,000 feet of existing 8-inch sewer along the 600 block of Lexington Avenue and 1st Street between Lexington Avenue and Holland Avenue, manhole rehabilitation of three (3) manholes, reconnection and replacement of sewer services and pavement restoration, located in the Avenues subdivision of Cayce.

This project is being funded in whole or in part by the Lexington County Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small and disadvantaged businesses and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. A non-refundable payment of $75.00 will be required to obtain a hard copy of the Contract Documents. Hard copies may be requested from Utilities at 803-550-9542.

BID SECURITY: A satisfactory Bid Bond executed by the bidder and acceptable sureties in an amount equal to ten percent (10%) of the amount of the Bid shall be submitted with each Bid.

OWNER’S RIGHT RESERVED: No Bid shall be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor’s Licensing Law and has the appropriate classification for the work that is to be conducted. Withdrawal of Bids due to error shall be subject to and in accordance with Section 11-35-1520 of the South Carolina Code of Laws and the Contract Documents. No Bidder may withdraw his bid within 90 consecutive days after the actual date of opening without consent of the City of Cayce. The City of Cayce reserves the right to waive any informalities in the bidding or to reject any or all bids. Bids may be held by the City of Cayce for a period of ninety (90) days from date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to award of the Contract.
