Chief Financial Officer (CFO)

The City of Cayce is seeking an experienced and strategic financial leader to serve as its next Chief Financial Officer (CFO). This executive-level position oversees all financial operations of the City and leads the Finance Department in delivering accurate financial reporting, sound fiscal management, and long-term financial planning.

Position Overview

The CFO is responsible for the administration and oversight of the City's financial activities, including budgeting, accounting, payroll, accounts payable and receivable, cash management, asset management, revenue management, financial reporting, and audit coordination. The position serves as a key advisor to City leadership on financial matters and ensures compliance with all applicable federal, state, and local regulations, as well as generally accepted accounting principles (GAAP) and governmental accounting standards.

Key Responsibilities

  • Lead and supervise Finance Department staff, including training, performance management, and professional development.
  • Develop and manage the City's annual budget in collaboration with City leadership and department directors.
  • Prepare monthly, quarterly, and annual financial reports and provide fiscal analysis to City management.
  • Prepare the City's Annual Comprehensive Financial Report (ACFR).
  • Oversee all accounting functions for governmental and enterprise funds, including water and sewer utilities.
  • Manage payroll, accounts payable, accounts receivable, and cash management operations.
  • Coordinate the annual external audit and ensure timely completion of all audit requirements.
  • Administer ad valorem tax reporting and assist with annual millage calculations.
  • Attend City Council meetings and provide financial guidance on policy and operational decisions.
  • Ensure compliance with GASB standards, state and federal regulations, and City policies.

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Six (6) to eight (8) years of governmental accounting experience or an equivalent combination of education and experience.
  • Strong knowledge of governmental accounting principles, budgeting, financial reporting, and auditing.
  • Excellent analytical, organizational, leadership, and communication skills.
  • Valid South Carolina driver's license.

Preferred Qualifications

  • Master's degree in Accounting, Finance, or a related field.
  • Local government finance experience.
  • Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Government Finance Officer (CGFO) designation.
